  1. The solution to UCA is through a consortium of concerned employers and entities to opt out based on discrimination. The law was legalized due to it being a tax. That tax is now being waived in a discriminatory manner to friends, relatives, and special interest groups.

    Take it back to the courts as a discriminatory and illegal application of a mandatory tax.
